How do you tune a Fuel Pressure Regulator???
Do you need to have the engine/car on the dyno to be doing this or does the company, such as AEM, give you some guidlines to start with. I'm building an engine and don't wanna flood the chambers right off the bat when I start it.

get a fuel pressure gauge and hook it up to your fuel filter. Then set up the fuel pressure to stock or a bit over stock. Then you can drive the car to the local shop (dyno) and tune the car for the best air fuel ratio. 98ctr
Is that all you have installed ? You're not going to "get" horsepower from a FPR. It does not create horsepower.
With the right modifications, it will help "free up" horsepower. But it will do nothing by itself.

alot of the time playing with your FPR will decrease performance, injectors have a spray pattern based on a certain fuel pressure. stock honda pressure is i believe 38psi. play with it too much, performance goes down.
I am assuming you have the AEM adjustable FPR.
In any case.. what you do is just loosen the 10mm bolt around the allen on the FPR.
You need to attach a banjo fitting with a fuel pressure nipple fitting inline with the fuel filter and attach a fuel pressure gauge to the nipple.
Turn the allen on the fpr until you get 50psi of fuel pressure.. tighten the 10mm nut back up and put that banjo bolt back in and you're golden.
