Exactly!
The center cap is not going to help you much for I have seen different caps on different years.
I used to own a 2001 Civic.
First off it's 99-00 Si No car came with those rims in the year of 01 UNLESS they were purchased as a package by the dealer, but they do NOT come stock.
For 02 I could not tell you I do not remember, but I think that 02 EX had them stock, but I know for a fact that all 03 Civic EX has them stock.
All civics that had these wheels from 01+ (Either a packaged deal or on EX civics) has Firestones on them.
Which your wheel does.
Since theres real NO way in telling EXACTLY unless some guy has a receipt for them which you do not get when the car is purchased with the rims on, I am sayin that chances are it's a 01+

The difference is the centercap. The Si had no border around the H, the 03 wheels do. Other than that, they're identical. I got my set from the dealer as a no cost option when I bought the car (2002), they have the 99-00 caps. In 03 when they went standard, they put the border on. I think the dealer sells the Si caps, but they're kinda pricey for just a plastic thing.
Tires are different too, 185/65 vs. 195/55, but thats changable.

The 99-00 Si came with the 42700-S02-A21(honda part #) wheel. It is the only car to come stock with those wheels. Unless someone bought them or the dealer slapped them on they are off the EM1 only.

I know of a wheel company that released Si knockoffs.....silverwind mosport II's... check it out
