Default Honda experts- Please Help! -'89LXi computer

I hope I'm posting this in the right place. My '89 LXi has an idle control solenoid that is supposed to supply vacuum the the #15 hose, which goes to the advance unit on the distributor, when the engine is cold and above 1500rpm when the engine is hot. When the car is cold, the computer is grounding the solenoid, so I get vacuum to the #15 hose. When the car is hot, the solenoid does not energize. My Honda service manual states that I should have vacuum in that hose above 1500rpm. I checked the wire from the solenoid to the computer for shorts and opens and it is OK and I do have 12V at the solenoid. I went to a junkyard and bought another computer and it does the same thing - a vacuum signal when the car is cold, but none when it is hot. However, as the car warmed up, it DID have vacuum above 1500rpm and none below 1500rpm. So, does anybody definitively know if I am supposed to have this solenoid energized abovee 1500rpm when the engine is hot???? Do I have 2 bad computers or is my service manual incorrect??? Thank You
