Problem fixed, leak around the TB gasket...actually i used the wrong year TB gasket.
Ok, so Ive got a high idle now that Ive rebuilt my motor, so I start with the usual stuff and go for the IACV and fast idle thermo. Well after no luck there, I decided to put my hand OVER the TB and see if it would die down(stall hopefully). It didnt do ****...still idles at 1200 rpms, thus, Ive got a big vacuum leak, but Ive checked all my connections and hoses, sprayed brake cleaner and didnt see it, I used new IM gaskets and Im out of ideas. Anybody got an idea where a rather large amount of air could be coming in at?

Your sure all your vacume lines are hooked up? Theres not one in some shadowy dark area of the engine bay you cant see just hangin? Are your brakes working good?

Ok, how about surging...with the IACV hooked up the idle surges(I assumed fixing the high idle would fix the surging crap). Anyway, I cant find anything, Ive taken the IACV and the fast idle thermo off, cleaned them and checked to see if they work or not. The **** just doesnt work.
well if there is a vaccume leak and you didnt find it with carb cleaner, i bet its the break booster(stated above) and its leaking internally. unplug the line and cap it with a bolt and see if the leak goes away.

Did you spray where the manifold meets the head? It's easy to miss a peice of the old gasket. A vacuum leak that big shouldn't be too hard to track down.

actually it was the TB gasket. I used one for a 96+ that doesnt have the fast idle thermo(i think thats right) and the gasket didnt have the lower ports(or even a gasket down there) so it was sucking air right there at the bottom where there wasnt a gasket.

actually its the modulator, which means I either have a gas leak or the pump isnt pumping very well. Either way, my abs still works(or atleast any time I needed it to) and my fluid is topped off.
