ok if your goin to upgrade to , 17's in the front and 18's in the back, what width and offset for the front and what width and offset for the rear, is recomended,and what size tires for each

I know, but there's no standard answer on the offsets. It depends on which wheels you're talking about. Such-and-such offset on one wheel might fit fine, but on another wheel, it might not, because the spoke clearance pattern is different.
You'll have to find someone who is already using the wheels you're considering, with the same calipers as yours ('91-96 stock, '97-04 stock, or aftermarket).

40 offset is a starting point for front and rear, but like Ken said some people move it down a bit (35-40) for caliper clearance. Sometimes a spacer is still needed to clear the front BBK. Anything over a few mm's, you should also get extended studs as well.
