Rota Slipstream with tires for $750

My friend is gonna hook me up with some 16inch ROTA SLIPSTREAM w/tires for $750. Is that a good price?

Used or new?
fwiw, I bought a set of 16" slips for $400, then
ordered some tires for ~ $320 and had them
mounted/balanced for another $50.
