Default timing belt off a tooth?

Im about to do my timing belt on b16a...... lined up the crank pulley top dead center..But the cam lines arnt lining up...Does that mean my old belt was off a tooth?

also I ordered the 99-00 b16a2 timing belt...that works right? I saw some one said it did just double checking..

I know that DOHC heads are harder to line up the cams to TDC, especially if you don't have that tool that holds the cams in place. I had the same problem with my B16, the intake cam kept moving while I was trying to get the belt on. Takes a little patience, but just take your time and make sure that both cams are lined up.
