Why different endlink mounting positions for front swaybar for Del Sol Si and VTEC?

I've known for quite sometime that the front swaybar's endlinks are mounted differently on the VTEC model than it is on the Si model. But I've never taken the time to ask why until now.
So...why are they mounted differently? And what are the advantages/disadvantages of the 2 different mounting positions?
I was also thinking of upgrading from the stock 22 mm front swaybar to a 24 mm or 26 mm swaybar. I figure the softer spring rates (stock) up front would actually allow it to not so much as understeer, just stabilize the car more on turn-ins. Is this true?
