81 Civ flunked Emissions. Advice?

Default 81 Civ flunked Emissions. Advice?

Carbon Monoxide emissions were too high. Is this the fault of the cat? Will replacing that fix the problem? Anyone have experience with this sort of problem?
I don't want to invest too much into these old systems because eventually this all be replaced in the hybrid upgrade.
But I need it to work for the moment because I am driving it while I finish my 76 BMW project.

Thats dumb that you have to go to emissions for such an old old car.
