Car Stalls out under 1500RPM

Car Stalls out under 1500RPM
So my gf has a 89 Accord, When she stops,or slows down enough the car goes under 1500rpms sometimes even 2500rpms the car shuts off. Anyone know what this can be, The carborator was cleaned out so her dad says but I dunno bout that i think he just poured some Slick 50 in the gas tank and hoped for the best. Is this a common problem? Also do you think it could be the fuel pump or gas filter. Note this car isn't Fuel Injected
