Yes, a "B18C5" is and only is a US Type-R engine.
In JDM land, a "B18C" can either be a JDM SiR/SiR-G (equivilent to our 94+ GSR B18C1 engine) or an ITR engine. You'd have to look at the engines features to distinguish if the motor is an SiR/SiR-G or ITR engine to find out which is which. And if you know how to tell a GSR from ITR engine apart, then you know wassup.
People who say they have a "JDM B18C5" are either retarded and don't know their sh*t, or they just like to call a JDM ITR engine a "JDM B18C5" just to keep the listener on track....(but can actually confuse the listener in certain situations, such as yours).
If I were you, I'd ask for a picture of the engine before buying it from whichever place your talking to right now.

Isn't one way the distinguish the SiR B18C from the Type R B18C is to look at the intake manifold? The Sir has an up side down one if i'm correct.

yes that is one easy way to tell, as there are many ways to easily distinguish a JDM B18C from B18C-R.
