What is this gear like thing on the rear hub?!? Please help!

I'm in the middle of tring to design something for my car. I don't understand what this gear like thing is on the rear hub... If someone can explain, that would be greatly appriciated... Thanks!

I've never seen this before, but if I had to guess, I'd guess it has something to do with an ABS system?

Yes, it's the ABS. The toothed ring works with the magnetic sensor right there in front of it in the picture.
