What should be my 1st upgrade on my car??
I would start off with the suspension....springs, struts, strut bars....then maybe some light weight wheels. Then I'd move on to the engine, that's just me though.

I agree, lower your car first with a good suspension, then worry about modifying your engine

ALARM.
Then Axxis metalmaster brake pads, decent street tires. Cam. Don't do I/H/E until you've decided whether youre going NA or FI. Advance your ignition timing to the high side of spec or until it pings, then back it off (do 97s have a knock sensor?). Not sure if that works on OBD2.
And of course do the complete maintenance and assume that everything on the maintenance schedule is past due. Most people dont bother and they miss out on a great deal of hp.

1) the nut behind the wheel, YOU! Go to a few auto-xs first on your stock tires. Crappy tires = better in the beginning. Trust me on this, you'll see.
2) Tires. Never ever skimp on tires. It's the cheapest improvement you'll ever see on your car. Add up the annual cost of gas, insurance, car note, maintainence, brakes, etc and you'll see that good tires are pretty cheap by comparison. Note for tires and wheels: big = bad, small = good, unless you just want the bling, but then it won't really be a *performance* car will it?
3) Brakes. You need to improve stopping BEFORE you improve going.
4) Shocks/struts. Then springs and sway bars.
5) Go fast parts. I/H/E.
6) Go back and work on 1) some more
