How low on sleeves can I go?

How low on sleeves can I go?
I am going to orderskunk2s or GC soon (don't know which one to buy? What do you think?). I don't have enough money for tires on 18s right so I will be rolling on the stock 16s and tire size for a 5th gen. How far can I drop on the stock tires and rims without any damage?
