Yes, you'll have to remove the bumper. The most common method of fixing this problem is to bake the headlights so you can remove the lens. Then you just reseal the headlights with some silicone sealant. I've also heard of people drilling a small drain hole, but haven't done it myself.
Also, check for cracks on your mounting tabs. I had a leak and thought it was my seal, but it turned out I had crack on my tabs. I just sealed it up with some epoxy.

Heat gun and hair dryer is a temporary solution. Also, baking the headlights wont melt them, if you set it at a low temp.

Bugga. That's going to take some time. How much is involved with taking off the bumper? I didn't want this to get real complicated.
Thanks.

Taking out the bumper is pretty easy and only takes a couple of minutes. However, there are 2 hidden bolts that you can only access by removing part of the wheel lining.
Ah, good to know. Saves me the trouble (and chance) of forcing the bumper and breaking it. I really gotta get a house, garage, and better tools.
It seems as soon as I fix a problem with my car and smile about it, something else springs up.
