Default Pennsylvania Emmisions Question

I have a 1997 GSR obd2 swap in my 1996 Civic Hatch CX. I am only pulling two codes. I am throwing a code 91 and a code 65.

65 = Oxygen Sensor, Heated - Sensor 2 (Secondary) high voltage, low voltage, or slow response. And 91 is a

91=Evaporative Emission Control System leak detected in the fuel tank area.

Is there any tips or tricks to get this thing through on the dyno test. I need all the help I can because as of April 1st, they are starting to do the obd scan in which I will not pass because of the constant code 91cel.
