Q: Resealing A Turbo?

My friend said the turbo doesn't smoke and it just needs to be resealed when you pound it, oil leaks.
I think its really a rebuild. So how much to rebuild it and who can do it for fairly cheap?
Its a greddy trubo, like a td05 or something.
