Getting my car inspected today.. do i need my airbag in ?

i have a 1999 civic with a momo steering wheel. Will they fail me ?.. also what about a horn.. i need one right. I was thinking just wire it up to a toggle. It works, can't say it does'nt

Yes, you will fail.

i believe any modifications to safety systems will result in an automatic fail.

You're going to have to reset the SRS light as well.
