don't tell him to waste money on getting other people to do his work. He can learn to do it himself by reading h-t

If i was you, I wouldnt start with the I/H/E. It's a big waste of money as far as money to gains comparison. Drive it around stock for a bit and save money for either a swap or Boost. Ive spent a lot on the I/H/E setup and can honestly say its not worth it. It might be to others cuz they use other brands(no names) and i use name brand stuff to stay 50 state legal. IMHO though i would save for swap or boost.

for power theres the basics air intake, headers, and catback exhaust system
air intake u can get an AEM cold air
headers u can get DC 4-2-1
exhaust something like greddy evo
it should cost u around 1000 to 1500 and i hear the gain is like 15 hp
the guy was right about the cost is not really worth the money but then i think whatever horsepower u gain is worth it :D
then u can always turbocharge your f23 accord engine, OR u can get a used prelude H22 engine and turbocharge that instead
theres a f23 turbo kit that gives u like 75-100 gain for like 4000 dollars though
with suspension get some springs and shocks or coilovers and then strut bars and sway bars and some new antiroll bars
i have an accord and so far ive only gotten to the intake stage haha

If you do some research on here with 1000 to 1500 you can already have a junkyard built turbo kit pushing out more than 15hp. Im building my own kit but im spending more than that cuz i want everything new and nice. I like the bling factor of name brands....im RICEY and cant help it.
