Default Ignition timing 95 ls

I have a 95 ls in my civic. I cant figure out why the timing jumps around. I checked my timing belt it is not stretched. i dont have valve tap so i am pretty sure it is not a bent vale i have proper fuel i cant figure it out can someone help.

don't forget to check your distributor bc the timing could be bumped up or just slightly off by a little, bc if it was move just a little your timing could be off a lot or a little.
