I do not have too much experience as a head porter since I have only been doing for a couple of months now, but there is cfm in a smooth port. This is true especially in certain parts of the head. I haven't had too much of an issue getting it smooth anyhow, doesn't seem to add too much time.

Not a pro but I have been doing this for about 6 years. On heads I have done for race bikes, I polish the exhaust to a mirror-like finish but leave the intake at a satin look finish. You want the exhaust at a mirror-like finish to get the exhaust to flow out of the head as quickly and smoothly as possible. Leaving the intake at a satin finish will increase fuel atomization, you don't want a mirror finish on the intake because fuel will collect on the mirror finish and just kinda weep down the sides of the intake ports. Hope this helps out some.
