does the bumper lights on the side light up? It has a bulb but it doesnt light up when i signal, only the front bumper lights under the headlights light up, but not the side ones. This is for both the left and right side.

yeah, they should...they are running lights. or parking lights as some call them. when you turn your lights over one click, they should be on, as well as your corner lights.
