Default Reinstalling Rocker Assembly, d16z6 head

Well, im swapping cams outta my two z6's, and now im back to reinstallign teh rocker arm assembly, but i have one problem, putting the assembly back on, there seems to be some pressure from the arms taht were pushing on the open valves, no biggie, ill just tighten it down, and it will eventually seal.

Well, ive gotten the two endcaps to meet flush with the surface of the head, and the two outside bolts, out of teh ten 12mm's, to meet flush with the surface of the head. But i cant seem to get any of the 6 left, towards teh center of the assembly, to meet flush with teh head. Its really hard to explain, but when i say meet flush, i am talking about the base of the part that holds the rocker arms, if youve taken apart a head, you know what im talking about.

It just seems as i tighten more and more, it gets harder and harder, and theres still about a 1-2mm gap between the two sufaces on teh head, is it supposed to be like that? Any help is appreciated, thanx.
