Default obd1 conversion on '00 itr...i have a question about getting a signal to the injectors

ok the injectors are not getting any power. already have the p28 and conversion harness plugged up. the block and oil pump were changed with a '95 block and oil pump which has no crank trigger. and on the distributor there is a blue wire, but it does not follow through the engine harness plug (blank on the harness side). i tried to run a wire from the rpm signal to the respective pin on the ecu for rpms in the a plug. that still didn't work. i tried a known good obd1 vtec distributor and still didn't work. what do i need to do with the distributor wiring to get the injectors to trigger? thanks in advance. timing is dead on btw.
