Default what do they mean by testing waters when selling a car

I was just looking at cars, and people use the term testing waters for their prelude and for their rsx type s, what does that mean?

it means that they're not sure if they want to sell their car. They're just trying to get an idea of how many people are interested and how much they're willing to pay.

oh because people were telling me not to buy those cars, because they just put parts on it and wanted to see how it worked with new parts, and didnt give a hoot abouit the car.
