Default new to HT. 98 prelude swap in 96 civic HB. need help!

ok here's the deal at first I had an obd2-obd1 jumper running a p13, ran fine, now I need to go to the smog ref. here in california. so I have to run the 98 prelude ecu. so I ran all the wires, second O2, Crankshaft sensor... doesn't start so I run power to D15. which is fuel pump regulator. the 97+ preludes had these sensors on the firewall. also I am not using the prelude smog equip... all bs sensors for vaccuming, just running it straight to it. I didn't have a problem with the obd1 computer because that is not what was stock on that car, doesn't look for it.
So here is the deal Car runs idles Fine. when I go to Rev it up doesn't go above 3K RPM... Oh and Check Engine light is ON. but using the old obd1 check engine light method looping the two wires together just doesn't seem to work. well I hope some one can shed some light on my situation. oh and how do i turn off the annoying SRS light? thanks for the help in advance.

how can you run a 98 prelude ecu and start the car? it has an immobilizer...there's no way it will start the car.
