same thing happens to my car, its the dimmer switch, tap it real hard with your fingers. either that or its the headlight switch, jiggle it around a little and they shouldcome back on.
i used canned air on my dimmer switch and headlight on switch and it has cut down on this problem big time.

did you happen to just install a stereo in the car?
check the fuses in the inside fuesbox (not the underhood one). I've got a G2, so the fuse is probably different. Just check around and you should be able to find it.
if you he did just install a stereo in the car then its because he didn't cover one of the extra wires. There is a wire that illuminates the stock deck when your lights are turned on, most aftermarket stereos don't need this wire, so it needs to be taped up and left alone. If it touched metal then it'll blow that fuse, and on that same circuit are: parking lights (not turn signals), clock dimmer, gauge/dash lights, and your taillights (not brake lights).

i have my guages hooked up to that wire + my stereo. on MY CAR that wire is independent of the other things you listed. i have a 93 civic btw.
I think he shorted something out...because his blinker harness is really bad..if this is the case...which fuse do I have to replace?
Thanks!
