92 hatch with a JDM B18,type-r headers, skunk 2 intake manifold, VAFC, intake and exhaust and he ran low 14's on shitty *** street tires.

It all depends on how the driver shifts, track condition and how well the car is prepared. I've known a guy who had a 93 Civic hatch with a B18C motor bone stock with street tires and ran high 13's. It doesn't take much to make a B18C powered Civic fast.
