OBD2 ECU reprograming

Alot of domestic car companys can reprogram thier ecu's threw the universal OBD2 plug, why not Honda's?

i can do it to 96 to 98 ecus.. P73, P2T, P75

They must be the longs style ECU's.. (first Gen Obd-2)

A lot of Ecu tuners are chipping OBD2 ecus now.
