Default 96 JDM ITR brakes (f)

I've read through the various threads regarding this problem and if what i have read is correct then i have found a front rotor that bolts on, clears the caliper and requires no shims or modification. Everyone says that the 96 ITR rotor is 10.3" in diameter, can someone go measure one and get the 'exact' diameter for me. I have found a Rover 4x114.3 260mm (10.25") front rotor, now if the ITR one is exactly 10.3" then the rover one will go on directly and be 0.05" smaller in diameter which is basically nothing. the specs of the rover rotor is as follows:
Diameter 260.0mm
Thickness 23.0mm,
Overall Height 34.0mm (from outer face to mounting hub)
4 x 114.3 PCD
Its made by Lucas (dont know if there are lucas dealers in the US?) part number is
DF2024T
heres a picture of the disc, i know very little about brakes but does the fact that the centre is cut out make a difference?

It also lists that it will fit these hondas but they may be UK/euro models only:-
Accord Coupe 2.0i........1992-94
Accord III 1.8 16v........1989-93
Accord III 2.0, 2.0i........1990-93
Accord IV........1993-96
Accord IV(Facelift) 1.9i, 2.0i, 2.0 Tdi, 2.2i VTEC.......1996-98

All the cars listed have a hub-over-rotor design... not rotor-over-hub like the ITR uses.

Hub over rotor - need to remove the hub to take the rotor off.

I've just gone and checked mine and the hub on the lucas discs is way too thin compared to the 96 ITR hub, so it seems the info i was given is incorrect...sorry about that...back to looking again i guess :-(
