Default My car is surging, i need some help!

my car is a '90 Accord. with a obd1 H22a in it, with JDM (p13) ecu. the car would surge from 1k-1500 all the time, except sometimes when moving, and i puth the clutch in. on REALLY hot days, like 95+ degree heat, it'll idle perfectly fine, so hint of a surge. i went ahead, and by passed the coolent lines into the TB and IACV, and it made no change what so ever. once it got cooler out, or at night, it would surge. Now that its getting a lot colder out (70) it surges like a mad man, goes from 750 or so, to 3k. i adjusted the throttle cable, nope didn't work. i Took off the intake, and covered the bottom hole on the inside, and it stopped surging! So i was like, I'll make a new gasket for the TB, that covers that hole. i get the TB off, and find out that hole goes to nothing in the intake manifold, wtf? so i put my new gasket on anyways, and used some gasket sealer on it. It still surges badly. I never took the intake manifold off, so i don't think it could be that, anyone have an idea? thanks!
