I am bored, so I am asking dumb questions
It's not really stupid. It's just that the lack of torque in the b16 is the reason why people wouldn't put it in their integra. My friend had one in his integra and it ran great.
I wouldn't consider it stupid to swap one into a 2nd gen Integra, but I would in a 3rd gen Integra. An 3g Integra chassis is a good bit heavier than the Civic chassis' the B16's come from. More torque (not horsepower) is required to extract what is generally assumed to be a reasonable level of performance from the heavier chassis. The reason it's generally considered stupid is that in the 3g Teg, it would be less costly to just modify the stock B18B1, or simply keep the stock B18C1.
