You use it to reattach the springs on the drum shoes and stuff.

When I did them I used this sort of curvy pick tool, Snap-On makes it.

That thing is useless for doing Honda drum brakes, all you need is a pair of pliers, pair of cutters, and vise grips to prevent the wheel cylinders from popping out (use the vise grip to stop the shoe from moving). And alot of patience.
I only use modified wire cutters, needle nose vice grips, a hammer, and a socket set. I can usually do one side in 15 minutes if I don't run into any problems (like on my old CRX, it took me a week because it was so rusty things kept breaking).

Why is it useless ? Can you use it or is it useless because you can use pliers and cutters? Will do you use this tool ?

Ya personally those ****** tools are a waste of money, just use some needle nose pliers and some muscle and those springs pop on like a hot knife through cold butter , How'd you like my reverse 180
I have used these...

but

yeah, that tool can work for putting on some of the springs, etc., but overall the tool is a little too big.

in the first pic, the top part is for compressing the coil spring thats used on some drum brake hardware kits. i never use that on honda's, i just use a small screwdriver for adjusting. i really hate drum brakes and wheel cylinders
