It is a 98 ITR with everything but cluster, seats, front end panels, engine, or wheels. How much should I pay for this?

I'd think a couple of thousand dollars, not much more.

is the title clean or salvage? what do you mean by "no front end panels"? does that mean fenders and bumper cover are missing, or does that mean interior panels?

are the airbags in it? door panels? was the engine harness cut? ecu there? suspension and brakes still there?

$3000 is a good price. Maybe just a little more if it has a clean title, but if it's salvage, then no more than $2500.

Did you get my IM?

Why wouldn't it be a salvage with no seats, motor, wheels and missing body panels?

Well if it helps in your decision, I picked up my 97 with missing.....
seats
door panels
dash and wiring
steering and pedals
engine/tranny-engine harness
most of the suspension, and wheels
wing.

Other than that its complete (well the body is all there) I payed $1800 for it and will put (have been putting) about $7-8000 to get it just where I want. Give a little more info and you'll see what it might go for. But it the end it's all what it's worth to you. Good luck!

Oh, ya....mine has a salvage title as well
