Default Couple quick questions please help me need to pass inspection

Can I adjust the eacv? It has a think shaped like a house sorta can i buy a tool to compress the spring? If so what tool do I need?
Second anyone know where i can get a good deal on a eacv?
Third anyone have that link to what to check for idle surges? I can find link

This is a 89 honda crx hf with stock motor 1.5 mpfi I need to get this car through inspection and its idleing at 1400 rpms now and then after a few minutes it starts surging. I cleaned teh air temp sensor it was full of gunk i sprayed out the intake manifold with cleaner. I cleaned the eacv once. After I did all this the problem went away for about 45 minutes then the surging came back.

How do I adjust idle? Thanks guys in advance. I need to get this through my other car died last night(stupid mustang) and I need my crx to run now. Can drive with no tags.

sounds like a vacuum leak.

check all wiring to sensors and all vacuum lines first.

What inspection do you need to go through.. Emissions or state inspection.. If its state just get a fake sticker.. The shop where your getting it done doesnt care if your car is safe for the road and neither does the state.. They all just want your money..

Oh.. That sucks.. Well just go to the junkyard and get a new eacv.. If you cleaned it and it worked for 45 minutes or so then its surely that.. You can pick one up for like $10.00 at a local junk yard.. One thing you can do it unplug the eacv and see if the idle keeps surging.. If it fixed it then the eacv is the problem..

Forgot about that.. If the motor revvs above a certant rpm and the ecu doesnt see the tps sensor showing the throttle isnt opening.. It will cut fuel.. That might cause the jumping idle..
