It's almost better that you just leave the car alone, in my opinion. If you REALLY want to make it "fast," then be prepared to open the wallet. If I were to do it again (I had one) I would've just plopped some ITR springs and Konis on it and called it a day. A set of 15" wheels and some sticky tires would also be helpful.
heres the order of my mods when i first got my si over a yr ago
removed the front emblem and side decals
springs
short shifter
intake
header
exhaust
ctr wanna be headlights
cf hood
wheels
then i sold pretty much everything and started from scratch bc i bought cheap ****. well have fun and good luck

The first thing I would do is purchase an alarm (Clifford). After that, I would lower the car with Ground Control Coilovers and Tokico Illuminas (I personally have and like both). Then I would get an I/H/E (Brand would depend on what you want). After that I would convert to OBD1 and get a swap.

Yeah you would be smart to get rid of that bottem end. It just isn't enough for that heavy car. Figure out what kinda setup you realy want to go with, weather it be N/A or forced induction. Then get you a 1.8 bottem end build the block while its not put in the car yet that way you save yourself time ,ease, and money. While your building the block just gather the rest of the parts you need for the setup your going with. If you do decide to go N/A you can start putting some the parts on as you get them. Such as your I/H/E

i believe that. my si is stock right now (besides suspension and exhaust) and im just gonna save for turbo. every little part i add doesnt seem to do anything. i have an aem cold air for it but i like the stock airbox better.
for the creator of this thread, i would first get a good suspension setup and good tires, maybe wheels if you want.
then i would do stuff that can still be used with a turbo, i.e. intake manifold, short shifter, exhaust; while saving up for a turbo.

Yeah get a plan. At least a working plan if not one set in stone. I see so many people get I/H/E...then scrap it all because they decide to go turbo. I personally would never build up an N/A vehicle, but thats just me. More money involved for less HP. I dont have an Si, but the first things I bought for my Coupe were all turbo related. Sure my Y5 is slow as all hell right now, but once I finish piecing the kit together, it will be worth it. Long term success owns instant gratification......in my opinion anyway

damn, i liked my si better with i/h/e. Less complications, problems, money, etc. I use to have to bum a ride 30min to work and school for so long...when thing blew and i was rebuilding. ahhhh ****** sucked

if your going to lower you car get skunk 2 coilovers and make sure you get skunk2 camber kits rear and front, b'c when i put coilovers on my car it messed up my camber pretty bad.

Skunks are very stiff, I like them for drag racing, but they aren't that great around town. Also Skunk only makes camber kits for the front. Invest in good suspension, JIC and Tein are real nice.

Thanks for the help everyone. I think ill take most of your advise and wait to go turbo. I had a 300zx twin turbo before this car and I thought it was the greatest thing ever. I was reluctant to go turbo because i thought the car wouldnt be as reliable, BUT I WANT POWER
Thanks again
