difference between f22 and 23 motors

difference between f22 and 23 motors
I was looking in my haynes car care book and saw that the f22a1 and f23 engine have the same specs (bore /stroke, comp, and displacement) but the f22a1 makes only 125 hp while the f23 makes 140hp what is the difference between the two engines,
