That's exactly where the B18B ECU cuts fuel for the rev limiter. The valve cover says VTEC and everything on it right? Can you hear the secondary runners opening just before 6000? I would take off the right passenger side kick panel and make sure the ECU says P72 on it.

on my prelude it runs in limp mode when the car isnt' fully warmed up and you run it hard (prevents from hitting redline and bucks just like you said)
also...when i was installing a front upper strut bar on my prelude a long time ago, i managed to strip a wire out of the socket, i took it to the dealership and they tried to fix it but didn't know exactly what the problem was. they hooked it up to diagnostics and everything was working fine (vtec was supposedly engaging, even though i felt otherwise). so maybe a wire isn't connected or your car isn't warmed up...beats me...clogged cat?? good luck
