parting out bike, do i need to register?

i got a bike from one of my friends and we're in the process of signing it over me. im just going to part it out, but he said that i have to register it or theyre going to fine me. is this true? what should i do? thanks for any replies.

why don't you try asking the dmv/mva?

I highly doubt you will have ot register it. For what purpose? You are not driving it on the street. You are selling the parts. My thoughts are NO you do not have to register the bike.
