Would fouled plugs cause the car not to start?

Depends. Are you getting fuel? Pull one out and see if it's soaked in fuel.

Definitely getting fuel. They were soaked pretty bad. I replaced them and the car starts. Problem is I still have the misfire that I was having earlier. It isn't any minor one though. It will barely go above 2000RPM. At least it starts again.
