Default timming belt tensioner problems

I have a 89 hatch with a zc swap in it that I got off my brother a few months ago and when he had it he barely ever raced it or anything of that sort and about a month before I got it from him he put a new timing belt tensioner on it and a few weeks later he went out and bought a brand new car. And it has been sitting in my drive way being driven mabye every other week. Anyway I went out to put a strut bar on it and I opened the hood and i looked at the belt and it was loose as ****. The belt and the tensioner are only a few months old and it is loose, does anyone have an suggestions on what the problem might be, any thing will help. Thanks

sure the ensioner was tightened down to spec. plus you better triple check timing, if belts loose its almost certain to have jumped.
