Default d16z6 hesitation in low rpm range...whats the prob?

ok, I swap the z6 in earlier this month and has been going great thus far. My problem is that when i have the rpms in say 1-2K and give it gas, it studders then goes. Its only if i have the rpms in that range(1-2k) and give it gas, everything higher than 2k is fine.
90 std, 93 d16z6, pm6 ecu etc. all suggestions are appreciated!

My D15B Vtec does the same thing and I have no idea what it is.Sometimes it does it when I turn onto a road at like 1500 rpm then I have to rev it past 2000 rpm and its fine.I have replaced everything but the fuel filter and it still does it.
If you ever figure it out I would love to know.
