my understanding is that the insurance company will make the check to the body shop. So i dont know that it will be possible to do that. I wouldnt mind fixing it myself. It needs a new bumper cover, lip, head light, turn signal and all the stuff required to mount the bumper on that side.

Yeah it sucks when they do it that way. thats what happened to our company vans when they both got hit in a period of two weeks.

Actually, $2,200 sounds within reason. $500 for the headlamp assembly, probably another $75 for the turn signal assembly, new bumper support will be at least $350. Throw in labour and paint and it adds up quickly.
And that's not accounting for possible damage to the unibody.

Assuming the money is going straight to the bodyshop from the insurance (likely), talk with the bodyshop to work out a deal. They can undoubtedly fix what they can with money left over, and use the rest of the money to work on whatever you may want. Then, dress up the price nicely for the insurance invoice.
Maybe you can work out a new JDM front with your bodyshop if you can drop in some extra cash. (if that's your thing.)
