Default what causes throttle body to go bad?

i have a turbocharged 99 SiR. not long ago, i noticed that whenever i drive aggressively, boosting or not, the gas pedal sticks especially when accelerating from a complete stop. i had to press hard and after awhile it will be OK again.

i thought it was the gas pedal joints, so i cleaned it with carb cleaner and apply some WD40 but to no avail. it turns out that the sticking is in the TB.

i took the charge pipe off and open the throttle plate wide. i noticed that there's some sludge after the plate so i sprayed it with carb cleaner and use a cloth to wipe the reacheable sludge out.

i went for a test drive but thing turned worst, the idling was at 1300rpm and whenever i step on the clutch prior to making a complete stop, the rpm will jump up and down from 1300rpm to 1500rpm for about 3-4 times before settling back to 1300rpm. there are times when it will just jumps to 1500rpm and stay there for a couple of seconds before going to 1300rpm.

i went home and i took off the iacv and TB and clean it thoroughly with carb cleaner and used compressed air to dry it but the problem still persist.

i unplugged the iacv but the engine didn't stall and only 100rpm drop so i thought it was the iacv. i replaced the iacv with a good one but still the engine won't stall and same problem persist.

i did a little troubleshooting and here's what i found out:
- the throttle plate is not closing completey - i checked throttle cable and it's good.
- whenever i use my hands to close the throttle plate more(from what seem to be fully closed) the idling will drop a bit but on our CRV it doesn't do this.
- i tried lowering the idle speed per helms manual but i can't lower it further since the screw only turns so much so now idling sits at 1100rpm

with these, i came to the conclusion that my TB is fucked. now, why the hell is the throttle plate not closing completely when i just wiped the sludge off it in the first place and then thoroughly cleaned it? is this a normal problem for a throttle body? can this be fix or should i just buy a new one? can this problem be turbo related?

by the way, i replaced all the brake pads same day when i cleaned the sludge off the TB(but didn't take it off yet) don't know if it's related.

any help will be appreciated.
