Repairable, or do I need a new bumper?
Yes that's what i was probably gonna do. It just sucks because everyone wants the '98+ rear bumper so the prices are all jacked up. I already have one, i just need a new one so now ima have to pay a lot now
I didn't even cause the crack which pisses me off, I came out one day and just noticed it. I think it happened in the gym's parking lot.

I would go find a used bumper and get it painted.

take it to some shops first before u buy a new bumper, see what comes out cheaper, i know some shops have high prices and it would proably be cheaper to get another bumper, but u never know, u might find a decent shop for a nice price
