car can't go pass 30mph...HELP

From: On the coast, with my feet in the sand
after putting in new parts for my car i can't drive it pass 30 mph. it is a turbocharged ls motor in an eg6. i would floor it and it wouldn't go anywhere but the turbo would spool up to 7 lbs and the blow off valve would release the air (louder than before the install of new parts). the gas pedal is kind of stiff too.
here are the things i've done to the vehicle:
-ACT 6 puck clutch with extreme pressure plate
-JUN lightweight flywheel
-another ls tranny i purchased used
-new timing belt
-new water pump
-new alternator belt
-new cam seal
-new crank seal
-new driver's side axle
-new fuel filter
the skunk2 cam sprockets are set at 0 but the crank wasn't aligned at TDC when this was set. and the Apex blow off valve was partially submerged in water when the sink in my garage overflowed. i've heard of this happening to others but at a higher mph and it is due to the fact that the bov is stuck wide open. so, if that is the case, would i hear my blow off valve? thanks in adv.

the engine responds the same way in neutral. when i drive i can't go pass 2500 rpm and when i'm in neutral can't rev pass 2500 rpm then the boost kicks in after the engine is stuck at 2500 rpm for a tenth of a second and then smoke from the exhaust.

what would be up with the fuel filter? i did put in a new one. and for muckman, it isn't the turbo install. nothing to do with the turbo at all

this may seem kind of dumb, but did you hook up your timing belt right? my prelude had a problem getting up over 4000 rpms until i adjusted the timing. it was set 15 degrees under what it should have been. now i can get up to the redline at 6500 without a problem.
The first thing I would do would be to remove the BOV and see what happens. If their is any thought in your head that it could be that, find out.
What about fuel starvation? Don't you need more fuel to the engine. I would check that after you check the timing!!!
But, of course remember to be careful, if the engine doesn't want to rev past 2500 there is some very serious problems and you could damage it more if you keep doing it.

i agree soem what with dr pooface! heh never thought id say something like that. anyways, my buddy had a similar problem a while back. wouldnt go past 2500 rpms, and not about about 35 mph. we replaced not the fuel filter but the fuel injectors and then it was all better. so maybe you wanna check the injectors. just a thought

thanks for all the help guys it is much appreciated. i will check the fuel system out but, the only thing is, my injectors are rc 310cc which i bought in late june and the fuel filter is new as well from Honda that i bought a week ago and didn't use 'til everything was completed.
Did you upgrade the fuel pump, or the regulator? If you just upgrade the injectors then you starve out the pump....if you car wants that much fuel.....check the timing first and hope cause it would be nice if it wasn't a fuel problem.
Dude..it's your timing. If you crankshaft pully and your camgears or not lined up on top dead center when you put the timing belt on...then your car will not rev high.
