How/what can I use to remove paint from jdm plastic headlights, without ruining or melting the plastic?

Plastic polish might help. Mothers and Meguiar's makes them. They should not scratch your lights. I'm not sure how much paint they will remove though.

 

you can sand it off with 1500 or 2000 grit wet sand paper and then buff the scratches out with a rubbing compound and polishing compound. I did this to remove some deep scratches on mine.

 

some people have had good results using brake fluid to remove paint from their interior trim
not sure if it will fog up the plastic though

you could also sand it down and use plastic polish to get the headlight lens nice and clear again

 

 

i would just use some laquer thinner on a rag. the paint will come right off
