$1000 to paint a whole car is NOT much at all. The shop that replaced my door back when I was hit over spring break quoted me almost $1K JUST to paint my front end (everything ahead of the doors) and blend into the doors. When I had my old car (89 Camry w/ black plastic bumpers) I was quoted $1200 to paint the whole car, and that was with leaving the bumpers black.
I don't know about painting a car for $1K unless maybe you do ALL prep, masking, disassembly and reassembly yourself.

camo... i dunno.
but the idea of using spray paint for the "flat" look could be cool.
the current issue of sport compact car has an article on their project silvia. it was painted flat black using krylon spray paint. then they added some real subtle vinyl pieces to the front quater panels...the vinyl is super glossy, giving the car a real sweet (not to mention cheap) two tone black finish. IMO, its looks really good.
