Default fuel injector question

i have an h22 in my accord. when i first got it, i had alot of problems with the ecu and o2 sensor, but I got it all ironed out besides an occasional miss when i put a heavy load on the engine. i assumed it was a fuel blockage or something like that. i think i was right, because when i took the fuel injectors out i noticed that three out of the four injectors had a hard washer that seems to rest inside of the head, the other one didnt have it. There was also a softer rubber washer that seems to settle around the injector. my question is does eveyone have two washers for each fuel injector, or is there just one?
