Uhmm, yes. Did you modify anything elecronically on the engine before you used the OBD0 ecu, I hope?

Its a OBD2 motor and the ecu is a b16 pre obd. The wireing harness just plugs in that's what I was told when I just called them.

The first thing you should do is post this in the Hybrid forum. And hope VTECVillain or turbogixxer or katman post some answers.
2nd, something sounds fishy. You cant run an OBD2 engine with an OBD0 harness and ECU, It won't plug in. SOMETHING must have been changed somewhere. They engine must've been converted to OBD0, already.
What dizzy are you running? what year and car did the engine come out of?
We need more info. I'm surprised it even starts. LOL

dizzy=distributor
The pre-OBD or OBD0 dizzy and ecu are incompatible with the GS-R engine.
Unless the wiring was converted to pre-OBD
What color are the plugs and connectors that attach all the wires and sensors?
Round, translucent, off white? or square-ish and gray?
Do you have a resistor box wired in?

LOL Is it me? Or does this thread not make any sense whatsoever? How can this kid be running an obdo ecu on a stock 99 GSR engine, without modification?
No vtec, no secondaries? No codes?

You can run a OBD 2 engine with non OBD parts but the secondaries wouldn't work. It would be best to switch it over to OBD 1 and run a P72 ecu, but that's just me.

The car does run. The resistor box is wired in. I didn't do the wireing on the car it was all done by a local shop here in colorado. They said that the harnes just plugs in.

Yes he can run an OBD2 GS-R engine as OBD0, but he would need the OBD0 VTEC dizzy, injectors and the resistor box. And the OBDO plugs and connectors.
But I don't think he even knows what was done to this engine.

If its been converted to OBD0 then you CAN'T run an OBD1 P61, P28 or P72.
Unless you upgrade the engine to OBD1 as davep suggested.

No.
But you WILL need a OBD0-OBD1 jumper harness. And an OBD1 ecu and an OBD1 VTEC distributor, and you'll need to wire in the 4 wire o2, you can keep the OBD0 injectors if you leave the resistor box wired in.
